Mexico President Sheinbaum proposes public pension insurer and teacher salary hikes
President Claudia Sheinbaum announced a plan to create a public insurer dedicated to paying pensions and to strengthen the National Pension Fund for state workers (PensionISSSTE). The proposal, presented to the teachers’ union CNTE, aims to give teachers and other public employees a higher‑benefit retirement scheme while acknowledging the fiscal challenge of reversing the 2007 pension reform.
Education Secretary Mario Delgado said the government will also continue salary recovery for teachers, with a 10 % wage increase scheduled for 2025 and a 9 % rise in 2026, both approved by Sheinbaum. He highlighted a 2025 Labour Mobility Decree that has relocated more than 75,000 teachers closer to their families and noted that over 1.2 million educators have secured job stability through basification.
Both officials framed the measures as part of a broader commitment to public education and social justice for Mexico’s teaching workforce.
