Mexico proposes mandatory budget protections for climate change mitigation

Mexican Deputy Julio César Moreno Rivera of the Morena party has proposed an amendment to the General Law on Climate Change. The initiative seeks to mandate that the Federal Government establish budgetary forecasts specifically designed to strengthen adaptation and mitigation efforts against climate change.

A key component of the proposal is a requirement that annual resources allocated for these purposes cannot be less, in real terms, than the budget approved for the previous fiscal year. This measure aims to ensure budgetary sufficiency and prevent the reduction of funding for climate-related actions.

The proposal, which has been sent to the Climate Change and Sustainability Commission, emphasizes a preventive approach to risk management. It cites Mexico’s increasing vulnerability to droughts, floods, hurricanes, biodiversity loss, and water stress as primary drivers for the need to guarantee stable and sufficient financing to protect the population and national infrastructure.
