Mexican state prosecutors launch criminal actions over animal cruelty in Puebla and Ensenada

The Institute for Animal Welfare of the State (IBA) in Puebla filed a criminal complaint with the State Attorney General's Office (FGE) after a popular petition alleged cruelty to sentient beings inside a local educational institution. The complaint prompted the opening of an investigative file and a coordinated effort with the FGE’s Specialized Unit for Crimes Against Animals, under the zero‑tolerance policy promoted by Governor Alejandro Armenta Mier.

In Ensenada, Baja California, authorities obtained an arrest warrant for Svarog Mendez Kotkoff after video evidence showed him placing a foam cooler containing a black cat, whose body was dismembered, and another cat with mutilated limbs on a sidewalk. The FGE’s regional office secured a search order for the suspect’s residence and forwarded the case to a judge for prosecution.

Both cases illustrate heightened enforcement against animal abuse by Mexican state prosecutors.
