Chihuahua Moves to Grant Autonomy to State Attorney's Office
Coordinators of the Movimiento Ciudadano and the Partido Acción Nacional parliamentary groups in Chihuahua, Francisco Sánchez Villegas and Alfredo Chávez Madrid, presented a constitutional reform initiative to make the Fiscalía General del Estado an autonomous institution. The proposal would give the office its own legal personality, budget, financial and managerial independence, separating it from the state executive. It calls for an eight‑year term for the head of the Fiscalía, appointed by a two‑thirds qualified majority of the state Congress, and removable only for serious causes. Chihuahua is one of six Mexican states that still lack an autonomous Fiscalía, while 26 states already operate under such models. The reform aims to protect investigations from political pressure and organized‑crime influence and to strengthen public confidence in the justice system. The initiative was submitted to the Congress, referred to the Justice Commission for analysis, and seeks the support of a qualified majority of 22 of the 33 legislators.
