Mexico pushes municipal financing reform to strengthen local governments

Over 2,500 Mexican municipalities face chronic budget shortfalls, with many in Oaxaca and Guerrero receiving insufficient resources. The Colegio Nacional de Economistas has advocated for a dialogue among municipal authorities, state finance secretaries and governors to redesign the federation‑state‑municipality architecture.

The proposals call for greater autonomy and financial viability for municipalities, deeper administrative decentralization, and a shift away from heavy reliance on federal transfers. In Guerrero, a common financial fund has been created to allow groups of municipalities to access collective credit. The reforms aim to redistribute powers and resources across the three levels of government, fostering citizen participation and accountability.
