Mexico reports 20 prison mothers with children and 480 minors under state custody

In Hidalgo, 20 incarcerated women are living with children under six years old, according to the 2025 prison census. Women prisoners in the state have the highest proportion of children, with 70.7% of female inmates being mothers. The report notes that facilities for child care, such as nurseries and playrooms, fall well below national averages.

In Ciudad Juárez, authorities say 480 children and adolescents are currently under state protection. Thirty-one minors were placed under tutelage in July, bringing the 2026 total to 269. Of those, 100 have been reunited with their families after assessments confirmed safe conditions for return. Officials emphasize individualized processes to determine the best care arrangement for each child.
