Mexico Restarts INAPAM Card Issuance in Veracruz as Abuse of Seniors' Pension Cards Persists

The Institute for the Welfare of Older Persons (INAPAM) will resume issuing identification cards for citizens aged 60 and over in Veracruz starting July 13, after a new digital platform is activated. The service will retain existing requirements—official ID, birth certificate, CURP, proof of address, an additional family CURP, and two contact phone numbers—and will aim to provide same‑day delivery, reducing wait times for benefits such as public‑transport discounts.

Separately, the head of the Aguascalientes Institute for Older Persons (IAPAM) reported ongoing cases where family members confiscate seniors' pension bank cards, depriving them of income and sometimes using the cards as leverage. Victims often fear retaliation and avoid filing formal complaints. The institute called for involvement of the Human Rights Commission to address the abuse and protect the rights of older adults.
