Mexico security report: INEGI reveals high impunity and regional safety disparities
The 2026 ENVIPE survey released by INEGI reveals a complex security landscape in Mexico. Nationally, an estimated 33.8 million crimes occurred in 2025, with a victim rate of 23,473 per 100,000 inhabitants. A significant challenge remains the high rate of impunity and unreported crimes; approximately 93.4% of crimes were not reported or did not lead to an investigation. Of the reported crimes that resulted in an investigation, only 16% reached a positive resolution for the victim, meaning only 1.1% of total crimes had a positive outcome.
Regional data shows stark contrasts. Coahuila emerged as the state with the highest perception of security, with 71.5% of adults feeling safe. Yucatán also reported high safety levels, leading the nation in the percentage of adults who feel safe walking alone at night and ranking second for the lowest perception of insecurity. Conversely, Mexico City recorded the highest victim rate at 34,930 per 100,000 inhabitants, followed by Puebla and the State of Mexico.
In Querétaro, there are signs of improvement, with the state moving to fourth place nationally in security perception and the state police ranking in the top five for performance and citizen trust. Additionally, Chiapas reported a 64% reduction in intentional homicides between late 2024 and mid-2026.
