Mexico security report: High crime rates and low reporting levels
The 2026 ENVIPE survey released by INEGI reveals a significant security crisis in Mexico, characterized by a high 'dark figure' of crime. Out of an estimated 33.8 million crimes in 2025, only 9% were reported to authorities, resulting in a 93.4% non-reporting or non-investigation rate. Among reported cases that led to investigations, only 16% resulted in a positive outcome for the victim.
Regional security perceptions vary widely. Coahuila is identified as the safest state, with only 27.8% of residents perceiving it as unsafe. Yucatán also shows low insecurity levels, with 35.5% of the population feeling unsafe. In contrast, the State of Mexico and Morelos report very high insecurity perceptions, at 90% and 88.7% respectively.
Specific crime trends show that fraud and extortion are among the most prevalent offenses. In Oaxaca, extortion is a primary threat with a non-reporting rate exceeding 94%. While some regions like Querétaro report improved police performance and trust, and Zacatecas shows a significant reduction in homicides, the national trend remains marked by low reporting rates due to distrust in authorities and the perception that filing a complaint is a waste of time.
