Mexico states advance animal welfare legislative reforms

Legislative efforts to strengthen animal welfare protections are advancing across several Mexican states.

In Querétaro, municipal officials have outlined procedures for animal welfare collectives to present citizen initiatives. These proposals, which could address issues like pyrotechnics or bullfighting, require approximately 1,200 signatures unless supported directly by a city council member.

In Tlaxcala, Deputy Sandra Guadalupe Aguilar Vega has proposed reforms to the state's Animal Welfare Law. The goal is to harmonize the law with the current national health system following the dissolution of the state's decentralized health organism. The reform covers zoonotic disease prevention, rabies vaccination, and the management of feral animals.

Meanwhile, in Morelos, legislator Rafael Reyes is pushing for a reform to the State Law of Ecological Equilibrium and Environmental Protection. The initiative seeks to prevent arbitrary animal killings by municipal officials, mandating that only certified veterinarians make decisions regarding euthanasia. The proposal also calls for improved infrastructure and sanitary measures in animal shelters across all 36 municipalities.
