Mexico strengthens avocado export chain to the United States
Mexico’s Secretariat of Agriculture and Rural Development (AGRICULTURA) and the Tax Administration Service (SAT) are implementing new measures to strengthen the avocado export chain to the United States, a sector valued at $3.5 billion.
To combat informal intermediation and ensure legal certainty, new tax regulations specify that income tax (ISR) deductions for packing companies will only be permitted for direct purchases from certified orchards. These transactions must be supported by a digital tax receipt (CFDI) issued directly by the producer or owner.
Additionally, the Ministry of Labor and Social Welfare (STPS) is working to reinforce these exports by incorporating them into the Labor Certificate for Agro-exportation (CLA). These actions aim to guarantee agricultural sanitation, traceability, and fiscal transparency within the industry.
