Mexico to cancel 189 IMMEX programs over reporting failures

Mexico’s Secretariat of Economy has submitted a draft notice to the Federal Commission for Regulatory Improvement (COFEMER) regarding the definitive cancellation of IMMEX (Manufacturing, Maquiladora, and Export Services Industry) programs.

The draft identifies 189 companies facing cancellation due to their failure to submit the required 2025 annual report detailing foreign trade operations. This represents an 11.17% increase compared to the 170 companies cancelled during the previous period.

Under the IMMEX Decree, program holders must electronically submit an annual report of sales and exports by the last business day of May each year. Failure to comply results in the loss of temporary import benefits. Other requirements for maintaining program status include having an active tax ID (RFC), valid electronic signatures, and positive tax compliance status as verified by the Tax Administration Service (SAT).
