Mexico presents decree to regulate digital content for minors

President Claudia Sheinbaum has presented a federal decree aimed at ensuring digital platforms are safe environments for children and adolescents. The measure mandates that digital companies implement mechanisms to identify and immediately remove content involving hate speech, violent extremism, sexual abuse, exploitation, suicide, self-harm, eating disorders, school violence, cyberbullying, and explicit sexual material.

Under the proposal, platforms must develop age-based content classifications, provide parental supervision tools, and configure stricter privacy and security settings by default for minors. Additionally, companies will be required to maintain 24-hour contact channels with investigating authorities and report the detection of violent content to the National Guard and the Ministry of Security and Citizen Protection.

The decree is expected to be published in the Official Gazette of the Federation next week. While the measure is mandatory, Sheinbaum noted that it does not currently include specific sanctions for non-compliance, though a working group will evaluate the need for future legislative regulation. The administration plans to hold a live broadcast on social media to gather public input and will engage in dialogue with technology companies regarding the implementation of these requirements.
