Mexico to launch C4 Carretero surveillance system to combat highway cargo theft
Mexico is implementing a major technological upgrade to its federal highway security infrastructure to combat cargo theft. The government will launch the 'C4 Carretero' on September 1, 2026, a specialized surveillance center designed to integrate real-time data, videomonitoring, and geolocalization.
The project covers 1,407 kilometers across four major corridors, including the Mexico-Puebla-Veracruz route. The system will utilize 3,015 cameras, 1,005 monitoring points, and 120 smart arches capable of automatic license plate recognition and reading vehicle holograms. This infrastructure aims to improve response times and facilitate coordination between the National Guard and state security centers.
Official data from the National Public Security Executive Secretariat indicates a downward trend in cargo theft. In the first half of 2026, thefts decreased by 19.41 percent compared to the same period in 2025. Specific successes have been noted under the 'Zero Cargo Theft Plan,' which saw an 85.71 percent reduction in thefts on the Mexico-Querétaro highway and a 100 percent reduction in the Mazatlán-Culiacán corridor over the last three months.
