Mexico to restrict cell phone use in primary and secondary schools
The Mexican government has announced a national agreement to restrict the use of cell phones and other electronic devices in primary and secondary schools, effective November 3. The measure, supported by educational authorities across all 32 states, aims to reduce digital distractions, mitigate the negative impacts of excessive screen time on mental health and learning, and foster creativity and social interaction among students.
Under the new regulations, students may carry devices in their backpacks but are prohibited from using them during class time and recess. Exceptions will be made for emergencies, specific health needs, or authorized pedagogical activities. While the restriction is mandatory for basic education (primary and secondary), higher education institutions and high schools will have the autonomy to establish their own policies regarding responsible and safe digital use.
The decision follows a national consultation involving over 565,000 educators, where 81 percent expressed support for regulating digital devices. Educators reported various challenges, including difficulties in student attention, memory retention, and emotional regulation, as well as issues like cyberbullying and the unauthorized distribution of media.
