This mandatory registration requires users to link their phone numbers with their CURP (Unique Population Registry Code) to combat telephone extortion and fraud, which authorities state accounts for up to 80% of such crimes.

Failure to complete the registration will result in a gradual suspension of calls, text messages, and mobile data within 72 hours of the deadline. However, the CRT emphasized that lines are not permanently lost; services can be restored immediately upon successful registration. Even during suspension, users will maintain access to emergency services (911), citizen attention lines (079, 088, 089), and seismic alerts.

The registration process follows a staggered schedule based on the last digit of the phone number, continuing through December 31, 2026. President Claudia Sheinbaum defended the measure, clarifying that personal data will be held by telecommunications companies rather than the government to ensure privacy while enabling authorities to request information during criminal investigations.
