Mexico's Bienestar Scholarship Program Supports 22 Million Students
Mexico’s Bienestar Scholarship program (Becas Bienestar) provides universal financial support to more than 22 million students from preschool through higher education. The system does not require merit‑based competition; enrollment in school is sufficient to qualify, turning education into a guaranteed right.
Funds are delivered via a bank card issued by the Bank of Bienestar. Coordination involves the Ministry of Education, the National Educational Information System, and the National Population Registry to verify enrolments and eligibility. Since 2025 the program has taken over direct distribution of cards, handling documentation and contract storage to speed up the process. The initiative reaches families across the country through schools, community radio, social media, multiple languages and Mexican Sign Language, aiming for transparent and equitable access.
The extensive logistical network links teachers, school administrators, education officials and bank staff, ensuring that the financial aid reaches beneficiaries without intermediaries.
