Mexico's CFE faces consumer protests over excessive electricity charges in Los Mochis and Jiutepec

In Los Mochis, Sinaloa, users of the Comisión Federal de Electricidad (CFE) blocked the utility's office and declared an indefinite payment strike, alleging that their electricity bills have doubled or even tripled despite subsidies and frequent blackouts. Representative Herminio Balderrama and citizen‑watchdog leader Guillermo Padilla presented a proposal for a payment program to regularize arrears of two to three years and reduce CFE’s delinquent portfolio.

In Jiutepec, Morelos, a municipal agreement signed on 13 February 2025 by mayor Eder Rodríguez Casillas, syndicate Antonia Ortiz Valero and a CFE official authorized the utility to charge a public‑lighting fee (DAP) to all residential customers. The fee rose from roughly 8 % of total bills in June 2025 to over 21 % in June 2026, effectively doubling the cost to households and sparking criticism of the pact’s lack of discounts for residents in underserved neighborhoods.
