The assembly must confirm that organizations have sufficient citizen roots, with attendance requirements of at least 50 % + 1 of delegated members and represented districts. Submissions to the National Electoral Institute (INE) must be made at least ten days in advance of a February 25 , 2026 deadline, and the assembly’s minutes and approved foundational documents are forwarded to the INE’s Executive Directorate for verification.
