Mexico's FGR Reasserts Seizure of Property Linked to CJNG Leader's Daughter in Tijuana

The Federal Attorney General's Office (FGR) has re‑imposed a seizure on a residence in the Jardines de Playas area of Tijuana that is tied to Jessica Johanna Oseguera González, the daughter of Nemesio Oseguera Cervantes, known as “El Mencho,” former head of the Jalisco New Generation Cartel (CJNG). The house on Del Volcán street was originally seized on 13 July 2017 as part of a federal investigation into assets suspected of being acquired with illicit proceeds.

A federal court granted Oseguera González an amparo on 24 February 2023, which nullified the earlier seizure. The FGR, however, launched a new ministerial proceeding and ordered the property seized again, arguing that there are elements suggesting the house may have been bought with money linked to CJNG’s criminal activity. The agency says the measure is precautionary while investigations continue.

The legal dispute remains pending before the federal judiciary, which will decide whether the precautionary seizure should remain in force. The case occurs amid broader Mexican and U.S. efforts to sanction individuals and entities connected to the CJNG and to disrupt the cartel’s financing networks.
