Mexico's INE implements new ethics code and selects leaders for Michoacán and Jalisco

The National Electoral Institute (INE) announced the results of the Ceneval exam for the selection of the presidency and four council seats of the General Council of the Electoral Institute of Michoacán. Of the 200 applicants, 104 were men, 95 women and one non‑binary person; 15 did not attend. The presidency will be filled by a woman, in line with the alternation principle, with further steps – essay, curriculum assessment, interviews and managerial‑competence evaluation – scheduled through August 31.

In Jalisco, INE will approve a fast‑track call for the presidency of the State Electoral Institute (IEPC). Registrations run from 9‑16 July, followed by a knowledge test, essay, managerial‑competence test, curriculum review and interview. The definitive appointment is set for no later than 30 September 2026, for a seven‑year term, with eligibility criteria that include age, professional experience, residency, and compliance with anti‑violence and debt‑free requirements. Interim president Claudia Alejandra Vargas Bautista will remain in charge until the new president is named.

Separately, INE published its new Code of Ethics in the Electoral Gazette, making it mandatory for all institute personnel and linked service providers. The code replaces the 2019 version and adds provisions on data protection, transparency, ethical use of AI, gender parity, inclusive language and expanded definitions of workplace harassment.
