Mexico's INE rolls out new inclusive voting ID and starts municipal redistricting in Chihuahua

The National Electoral Institute (INE) unveiled a new voter credential model in Querétaro. The card adds security elements such as a DOVID feature and QR codes, includes a tactile cut‑out for visually impaired users, and allows self‑identification of gender (male, female or non‑binary), indigenous affiliation and Afro‑Mexican heritage. The new design will be produced by Cosmicolor SA de CV at an approximate cost of 13.5 pesos per card.

In a separate initiative, INE began work on the first scenario for municipal electoral demarcations in the state of Chihuahua. Using 2020 census data, 423 districts across 67 municipalities will be defined with a population balance margin of ±15 %. The plan seeks to ensure the inclusion of indigenous and Afro‑Mexican populations where they exceed 40 % of local residents. Draft proposals will be shared with political parties and indigenous communities, and INE urged local congresses to adjust their laws to comply with the constitutional reform limiting the number of councilors per municipality.
