Mexico's Ricardo Madrid Pérez proposes special electricity tariffs for heat‑stricken homes

Deputy Ricardo Madrid Pérez (PVEM) has introduced a reform to Mexico’s Law of the Electric Sector, adding articles 159 Bis and 159 Ter. The amendment would allow the federal executive, together with the ministries of Finance and Energy and the National Energy, Electricity and Water Commissions, to establish special tariff mechanisms for households in states, municipalities or localities where extreme heat creates an intensive need for electricity for ventilation, cooling, and preservation of food and medicines.

The proposed mechanisms would be based on official climate data—average monthly temperatures, extreme‑day counts, nighttime lows—and could include extending summer rates, creating higher‑support tariff structures, expanding consumption ranges with subsidies, or adjusting high‑consumption thresholds, while excluding non‑essential use. The Federal Electricity Commission would be required to itemise tariff components on consumer bills. The initiative aims to protect family economies, health, and habitability in Mexico’s diverse climate zones by ensuring affordable, continuous electricity supply for basic needs.
