Mexico's SEP promotes competency-based certification

Mario Delgado Carrillo, head of Mexico’s Secretariat of Public Education (SEP), highlighted the progress of educational policies aimed at treating education as a right rather than a commodity. He noted that between 2015 and 2025, the percentage of youth who neither study nor work in Mexico decreased from 23% to 19%, while the population aged 25 to 34 without upper secondary education dropped from 55% to 40%.

As part of these efforts, the National System of Competencies, coordinated by CONOCER, has issued 791,873 certificates to students, technical workers, and professionals based on their work experience. The SEP aims to ensure that students in upper secondary education receive technical training or other skill recognitions alongside their high school diplomas to better adapt to changing labor market needs.
