Mexico's Tlaxcala records lowest fraud incidence while Yucatán shows high prosecutorial efficiency

Tlaxcala has the lowest fraud incidence in Mexico, with only 39 investigation files recorded for the first months of 2026 – a rate of 29 cases per million residents. The state far trails the national average, where more than 157,000 fraud cases have been opened in 2026. In contrast, the capital city and several other states report tens of thousands of investigations.

Yucatán’s state prosecutor office operates with the lowest per‑capita budget in the country, yet it achieved the eighth‑best performance rating among Mexican prosecutors in the 2026 Impunidad Cero index. The office has a staff density of 18.5 employees per 100,000 inhabitants and is praised for its effectiveness in handling cases despite limited resources.
