MGNREGA implementation faces administrative and transparency challenges
Recent assessments of the Mahatma Gandhi National Rural Employment Guarantee Act (MGNREGA) highlight both the program's impact on rural livelihoods and significant administrative challenges in its implementation.
A study in the Rudraprayag district of Uttarakhand identified the creation of rural infrastructure and community assets as a primary strength of the program, alongside improved livelihood security and increased participation of women. However, the study noted critical weaknesses, including delays in wage payments, a lack of transparency in work allocation, and corruption among certain officials. Geographical constraints and adverse climatic conditions were also cited as major challenges to effective implementation.
In Jammu and Kashmir, a Composite Audit Report for the period ending March 2024 revealed database integrity concerns. The audit found that approximately 20 per cent of MGNREGA job cards remained unverified on the NREGAsoft platform. In several sampled districts, such as Rajouri and Jammu, the shortfall of verified cards was even higher, reaching up to 27 per cent. The report noted deficiencies in record maintenance and the failure to complete verification exercises despite government directives issued in 2020.
