Michael Saylor urges crypto adoption over CLARITY Act legislation

Following the U.S. Senate's failure to advance the CLARITY Act—which fell short of the required 60 votes with a 49-50 tally—MicroStrategy Executive Chairman Michael Saylor has urged the crypto industry to prioritize mass adoption over legislative certainty.

Saylor argues that instead of waiting for comprehensive federal laws, companies should focus on developing high-utility financial products that lower costs and increase accessibility. He posits that securing 50 million satisfied users would create a powerful political constituency, making it harder for future regulations to roll back innovation. He specifically noted that restrictive provisions in the CLARITY Act, such as limits on stablecoin rewards, could hinder progress.

Saylor emphasized that significant opportunities already exist under current regulatory frameworks. He pointed to recent actions by the SEC, such as granting conditional relief for on-chain trading of certain tokenized stocks, and the CFTC's willingness to utilize existing authority to develop rules. He envisions a future where banks compete in the digital asset space by offering services like Bitcoin custody, lending, and stablecoin payments.
