Michael Saylor expects regulatory progress for Bitcoin without new legislation

Michael Saylor, executive chairman of Strategy, suggests that US regulators can advance digital asset rules using existing statutes despite the failure of the CLARITY Act in the Senate. He contends that the Securities and Exchange Commission (SEC), the Commodity Futures Trading Commission (CFTC), and the U.S. Treasury Department possess sufficient authority to establish necessary market guardrails without new congressional legislation.

Saylor anticipates that regulatory progress will encourage traditional banks to expand into Bitcoin custody and collateralized lending. This shift is seen as critical for institutional adoption, as pension funds and insurance companies often require regulated banking institutions for asset custody. Additionally, he noted that the GENIUS Act could serve as a catalyst for stablecoin adoption, further bridging the gap between traditional finance and digital assets.
