Michoacán arrests ex‑fiscal and civil guard over former mayor Carlos Manzo killing

State Attorney General Carlos Torres Piña announced the detention of two security officials for allegedly aiding the criminal cell that murdered former Uruapan mayor Carlos Manzo Rodríguez on 1 November 2025. Héctor Hugo N, a former employee of the Uruapan Regional Prosecutor’s Office, was arrested on 21 May with five cell phones, a vehicle, forged IDs and ammunition. Juan Luis N, an active civil guard in the environmental unit, was seized on 22 May with two phones, cash, official IDs and bags of marijuana. Both are accused of passing confidential operational data to Wendy Fabiola “La Tía” and Gerardo N “El Congo”, a CJNG-linked network linked to the homicide.

The arrests raise the total number of people detained in connection with the case to more than 20, including the alleged intellectual leaders Jorge Armando N (“El Licenciado”) and Gerardo N. Michoacán’s Secretariat of Public Security has opened 43 administrative investigations to assess internal infiltration and determine responsibility within the police and prosecutorial bodies.
