Mexico to restrict mobile phone use in primary and secondary schools

Mexico's Secretariat of Public Education (SEP) and the National Council of Educational Authorities (CONAEDU) have reached a unanimous agreement to regulate the use of mobile phones and digital devices in schools.

Starting in October 2026, primary and secondary schools will implement a total restriction on mobile phone use throughout the entire school day. This measure is intended to reduce distractions and support the mental health of students, particularly those aged 14 to 18, in alignment with national emotional well-being strategies.

In contrast, high schools and higher education institutions will maintain autonomy. These levels of education will be permitted to establish their own internal regulations through consensus with their respective educational communities.

Following the official publication of these guidelines in the Official Gazette, a 30-day period will be provided for informative assemblies involving teachers, students, and parents. Additionally, state authorities will have 180 days to adapt legal frameworks to ensure the agreement is applied consistently across both public and private institutions.
