Mexico arrests alleged mastermind behind ex‑mayor Carlos Manzo killing FAST-MOVING
Ramón Ángel Álvarez Ayala, alias “R1”, was detained by Mexico’s federal security forces as the alleged intellectual author of the November 1 2025 murder of former Uruapan mayor Carlos Manzo. The operation was led by the Secretaría de Seguridad y Protección Ciudadana (SSPC) under Secretary Omar García Harfuch, with Army Special Forces and the National Intelligence Center (CNI) providing support.
The capture took place in Atotonilco el Alto, Jalisco, after an armed confrontation that left one suspect dead and several others arrested. Authorities reported that the total number of people detained in connection with the Manzo case has risen to 31.
“R1” is identified as the leader of the criminal cell “Los Rs”, a violent faction linked to the Jalisco New Generation Cartel (CJNG) that operates in Michoacán and Jalisco. The Morena party publicly denied any affiliation between the suspect and the party. In response to the arrest, more than 7,000 agents of Michoacán’s Guard Civil were placed on maximum alert to prevent possible retaliatory actions by criminal groups.
