Michoacán legislature enacts education inclusion and chemical‑submission crime reforms

The 76th Legislature of the State of Michoacán approved an amendment to the state Education Law adding Article 59 Bis. The change guarantees the right of children, adolescents and adults with neuro‑divergences or rare diseases who have been homeschooled to request re‑entry into traditional schools, receive appropriate assessment and have their academic level recognized, aiming for substantive equality, reasonable accommodations and non‑discrimination.

In a separate reform, the Congress approved changes to the Michoacán Penal Code creating the autonomous offense of chemical submission. The new provision criminalises the non‑consensual administration of psychoactive substances intended to nullify a victim’s will, a practice that disproportionately affects women and is often a precursor to sexual assault. The reform also updates penalties for various gender‑based and professional‑protective crimes.

Both measures reflect the state’s effort to address gaps in education inclusion and to strengthen legal tools against emerging forms of violence.
