Microsoft consolidates AI tools into unified Copilot application
Microsoft is undergoing a major strategic and architectural reset of its AI offerings. To address low conversion rates—with fewer than 4.5% of Microsoft 365's 450 million commercial seats currently using paid Copilot subscriptions—the company is consolidating its fragmented AI tools into a single unified application. This new experience will merge Copilot chat, GitHub Copilot, Copilot Cowork, and a new Autopilot agent system.
Central to this shift is a move from simple chatbots to complex AI agents. Copilot Studio has received a significant overhaul to support multi-step business workflows and improved orchestration. This includes new features like real-time voice, agent-to-agent collaboration, and the ability for agents to automate web and desktop tasks. To manage this increased autonomy, Microsoft announced that starting July 2026, all new Copilot Studio agents must use Entra Agent IDs for governance.
Research into GitHub Copilot usage further highlights the shift toward agentic behavior, with a study of 13.5 million sessions finding that 87% of LLM calls are agent-initiated. Microsoft's leadership, including EVP Jacob Andreou, is emphasizing business value and meaningful work over broad deployment, aiming to ensure AI tools integrate deeply into existing enterprise workflows rather than merely being available as add-ons.
