Microsoft explains delay in modernizing Windows 11 Control Panel

Microsoft’s vice‑president of design, Marcus Ash, said the company is keeping legacy UI elements such as the Control Panel in Windows 11 to preserve compatibility with older drivers and applications. Modernising these components began with Windows 8 over a decade ago, and the process continues because a rushed redesign could break functionality that users rely on.

Ash explained that Microsoft decides which parts to update first by analysing usage telemetry and community feedback. When a new Settings‑based replacement can match the legacy feature’s behavior without errors, the old Control Panel entry will be retired. Future updates are planned for other legacy tools, including the Registry Editor.
