Brazil journalism faces funding crisis as AI search summaries reduce web traffic

The rise of AI-generated summaries in search engines, particularly Google’s AI Overviews introduced in May 2024, is causing a significant decline in direct traffic to news websites in Brazil. According to the Associação de Jornalismo Digital (Ajor), which represents 152 online outlets, one in four associated portals reported an audience loss of more than 20% in 2025.

This shift threatens the financial sustainability of professional journalism by reducing advertising revenue and audience metrics. Experts warn that AI summaries can lead to information decontextualization and literal copying of content, which may constitute plagiarism.

In response, Brazil’s Administrative Council for Economic Defense (Cade) is investigating whether Google is abusing its market dominance by using journalistic content for AI training without compensation. Meanwhile, legislative efforts are underway via Bill 2338/2023, known as the AI Regulatory Framework. The bill proposes mandatory compensation for the use of copyrighted news reports by AI technologies, though it has seen limited progress in the Chamber of Deputies recently.
