Microsoft to unbundle Copilot from Microsoft 365 subscriptions

Microsoft has announced changes to its Copilot offerings, effective December 1, 2026. The company will allow new Microsoft 365 Copilot and Microsoft 365 Copilot Business subscriptions to be purchased without requiring a qualifying Microsoft 365 base subscription. These new offers will maintain the same pricing as current versions.

Additionally, Microsoft is implementing usage-based billing by default for new Copilot Business licenses sold through the Cloud Solution Provider (CSP) channel. These licenses will include a default monthly spending limit of 4,000 Copilot Credits per user, unless administrators choose to adjust the setting. This shift aims to provide access to usage-based experiences such as Copilot Cowork and GitHub Copilot.

The move comes amid broader industry challenges regarding AI expenditure. While many businesses utilize various AI tools like ChatGPT and Claude, finance leaders have reported difficulties in forecasting costs and measuring returns. Surveys indicate that a significant portion of finance executives find AI spending has exceeded budgets or lacks clear ties to measurable business outcomes.
