Middle East and global organizations prioritize digital sovereignty
Digital sovereignty is emerging as a strategic priority across the Middle East and globally, shifting focus from simple data localization to comprehensive control over data, infrastructure, and operational continuity.
In Saudi Arabia, the National Cybersecurity Authority has established cloud cybersecurity controls and personal data governance requirements. While these frameworks address data localization, the Personal Data Protection Law also allows for international data transfers under specific safeguards and defined conditions.
Experts suggest that sovereignty is a spectrum rather than a one-size-fits-all mandate. Highly regulated sectors, such as healthcare, finance, and government, face stricter local data controls to comply with regional regulations like the EU's NIS framework. Conversely, industries such as logistics and technology often require greater flexibility to maintain innovation and operational resilience.
