Cuba expands foreign commercial rights and direct hiring capabilities

Cuba is implementing a series of 176 economic and social transformations aimed at restructuring its economy. Key updates include new regulations published in the Official Gazette that expand the commercial capabilities of foreign representative offices. These entities can now engage in foreign trade operations and distribute goods at the wholesale level, a move intended to eliminate intermediaries and reduce the costs of raw materials and finished products.

Additionally, foreign companies are now permitted to hire Cuban workers directly, bypassing the previous requirement to use mandatory intermediary employers. This reform is part of a broader effort to boost foreign investment and supply chains.

Government officials, including Prime Minister Manuel Marrero Cruz, reported significant progress in the implementation phase. Between July and September 2026, the government designed 160 implementation proposals and approved 197 legal norms. The non-state sector has also seen growth, with the country now hosting 16,100 micro, small, and medium enterprises (MSMEs), 448 non-state cooperatives, and over 385,000 self-employed workers. President Miguel Díaz-Canel emphasized that while these market-oriented mechanisms are being introduced, the state will maintain its central role in planning and control to ensure the socialist character of the economy.
