Miguel Ángel Solano Ruiz arrested in Jalisco for fuel smuggling

Miguel Ángel Solano Ruiz, a retired Navy Lieutenant known as ‘Capitán Sol’, was arrested in Zapopan, Jalisco, during a coordinated operation by the Mexican Navy (Semar), the Attorney General's Office (FGR), and the Secretariat of Security and Citizen Protection (SSPC). He is identified as a key figure in a fuel smuggling network, referred to as ‘huachicol fiscal’, and is considered the last member of the ‘Los Primos’ criminal organization to be detained.

Authorities allege that Solano Ruiz facilitated the illegal entry of fuel by coordinating the landing of at least 31 vessels at customs in Altamira, Tampico, and Guaymas. The investigation suggests the group used fraudulent documentation and permits to evade taxes, potentially causing billions of pesos in losses to the state. Solano Ruiz is linked to Fernando and Manuel Roberto Farías Laguna, who are also under investigation for organized crime and money laundering.

Following his arrest, Solano Ruiz was transferred to the Altiplano maximum-security prison in the State of Mexico. The investigation, which spanned approximately 300 days, included tracking international movements in France, Greece, Monaco, and Spain.
