OIPA Zoophile Guards in Milan have seized a dog used by an individual to solicit money from passersby. This incident marks the first enforcement of a new Lombardy regional law that prohibits the use or exhibition of animals for panhandling.

Under the updated regional law (No. 22, dated August 7, 2026), which came into effect on August 13, the regulations regarding the protection of companion animals have been significantly tightened. Previously, prohibitions only applied to animals under twelve months old or those kept in conditions of neglect or suffering. The new legislation removes these conditions, making the use of any animal for begging strictly illegal.

During the intervention, authorities verified that the dog was microchipped and up to date on basic vaccinations. Despite the animal being in good health and properly documented, the seizure was carried out solely due to the violation of the new panhandling ban. Violators now face increased administrative fines ranging from 300 to 1,800 euros and the mandatory confiscation of the animal.
