Milan implements Eagle Eye AI system for traffic enforcement

Milan is utilizing a high-tech electronic system called ‘Eagle Eye’ to regulate urban mobility and combat illegal parking. Developed by Viasat S.p.A., the system integrates high-precision cameras with artificial intelligence to detect traffic infractions in real time.

The technology is installed on vehicles operated by Azienda Trasporti Milanesi (ATM). The process begins when a camera scans a vehicle's license plate and transmits the data to a central server. The server cross-references this information to check for valid blue line parking payments, resident permits for yellow lines, or unauthorized parking in restricted areas such as bus stops and tram tracks.

To ensure accuracy, the system employs a human-in-the-loop verification process. When a potential violation is identified, a notification is sent to an operator's tablet. The operator reviews the digital images and data before manually confirming the issuance of a fine. This dual-verification method aims to minimize transcription errors and reduce legal appeals.

Since its pilot launch in 2019, the project has expanded significantly. ATM currently deploys 18 vehicles and 73 enforcement officers across 36 daily shifts to cover the city, with increased activity during major events and late-night hours.
