Milan introduces new car-sharing rules with electric vehicle incentives

The City of Milan has released a new tender for free-floating car-sharing services, with authorizations valid until November 30, 2030. The initiative aims to reduce emissions, expand geographic coverage, and enforce stricter service standards.

Under the new model, electric vehicles, those with emissions below 20 g/km of CO2, and vehicles equipped for transporting people with disabilities will be exempt from monthly fees. Conversely, fees for more polluting vehicles will increase progressively, reaching up to 200 euros per month for those with emissions exceeding 121 g/km.

The plan also focuses on extending services to the outskirts and surrounding municipalities to better integrate with public transport. Operators must ensure 24-hour availability, rapid response to reports, and quick vehicle removal. The system is required to integrate with Mobility as a Service (MaaS) platforms and the city's digital monitoring systems.
