Milan launches new car-sharing tender through 2030

The Municipality of Milan has launched a new tender to select operators for free-floating car-sharing services, with authorizations valid until November 30, 2030. The initiative aims to modernize shared mobility in response to changing urban habits and the evolution of the automotive market.

To promote sustainability, the tender introduces a fee system based on vehicle emissions. Operators using fully electric vehicles or those with emissions below 20g of CO2, as well as vehicles equipped for people with disabilities, will be exempt from monthly fees. Conversely, fees will increase for vehicles with emissions exceeding 121g of CO2, reaching a maximum of 200 euros.

The plan focuses on expanding service coverage beyond the city center into peripheral areas and surrounding municipalities. Incentives are also provided for operators who implement private parking stalls, offer better insurance conditions, and ensure 24-hour service with rapid response times for vehicle removal or reporting. Additionally, the city seeks full integration with Mobility as a Service (MaaS) platforms and digital monitoring systems.
