Milan loses over 793 million euros in unpaid fines over seven years

The Municipality of Milan has lost over 793 million euros in unpaid fines over the last seven years. These uncollected funds represent significant resources that could have been allocated to public services such as nurseries, social housing, public transport, and road safety.

According to the 2025 budget report, approximately 511 million euros in outstanding fines are currently listed as receivables awaiting collection. While the city employs various methods to recover these funds—including appeals, reminders, injunctions, and seizures—the recovery rate remains low. On average, the municipality only collects about half of the fines issued by police, auxiliary officers, and speed cameras.

In 2025, for instance, 294.47 million euros in sanctions were issued, with 145.11 million euros collected, representing a 49.3 percent collection rate. As older debts become increasingly difficult to recover, they are eventually written off from the municipal budget.
