OHR Report warns of de facto separation in Bosnia and Herzegovina

Acting High Representative Louis Crishock has submitted the 70th report to the UN Security Council regarding the situation in Bosnia and Herzegovina. The report, covering the period from April 16 to October 15, 2026, warns that institutional obstructions and inflammatory political rhetoric, primarily from authorities in Republika Srpska, are strengthening a scenario of de facto separation from the state.

Key issues highlighted include the blocking of legislative activities through the withholding of quorums in the House of Peoples, delays in appointments, and difficulties in securing funding for state institutions. The report also notes that Republika Srpska authorities continue to ignore binding decisions of the Constitutional Court of Bosnia and Herzegovina, particularly those concerning state property.

Leaders in Republika Srpska have reacted strongly. Milorad Dodik described the report as being filled with inaccuracies and political clichés, calling the OHR an instrument of a foreign protectorate. He requested that the UN Security Council annul decisions made by previous High Representatives, including Christian Schmidt and Valentin Inzko. Željka Cvijanović also criticized the document, labeling it manipulative and filled with misleading constructions.
