Minister Morgan demands transparency on KSAMC road-patching programme

Works Minister Robert Morgan is demanding greater transparency from the Kingston and St. Andrew Municipal Corporation (KSAMC) regarding its recent road-patching programme. While Morgan commended Mayor Andrew Swaby for the initiative, he questioned the decision to use municipal funds to repair major roads managed by the National Works Agency (NWA).

Morgan highlighted a perceived inconsistency in spending, noting that municipal leaders from the People’s National Party (PNP) have frequently cited financial constraints as a reason for neglecting community and parochial roads. He argued that if resources are scarce, priority should be given to the roads under the corporation's direct legal mandate rather than NWA-managed thoroughfares.

The Minister also called for the disclosure of the full cost of the programme and a searchable list of the 20 to 25 targeted roads. He noted a pattern of multi-million-dollar announcements without sufficient public verification and urged the KSAMC to adopt central government open-data standards, such as those used via the SPARK website and the Jamaica Road Register.
