Ministry of Energy ranks most transparent in North Macedonia
The Ministry of Energy, Mining and Mineral Resources has been ranked as the most transparent institution in North Macedonia for 2026, achieving a perfect score of 100 percent according to the Active Transparency Index. The study, released by the Center for Civil Communications to mark the International Day for Universal Access to Information, evaluated 102 institutions, including the government, ministries, and municipalities.
While the Ministry of Energy took the top spot, the Ministry of Defense lost its leadership position after five years of dominance. On a broader scale, the average active transparency for ministries, the government, and municipalities rose to 82 percent, up from 80 percent the previous year. The Eastern Region also maintained its top position among regions for the fourth consecutive year, improving its score to 91 percent.
Among municipalities, Gradsko, Demir Hisar, Zrnovci, and Shtip all achieved 100 percent transparency. Conversely, Lozovo Municipality recorded the lowest transparency level at 36.9 percent. The report noted that financial information remains the area where institutions publish the least amount of data, with ministries disclosing 71 percent and municipalities only 64 percent of required financial information.
