Ministry of Maritime Affairs approves 91 training programs in Montenegro

The Ministry of Maritime Affairs has approved 91 out of 197 training programs requested by maritime training centers in Montenegro. Following an inspection of five centers conducted in early September, 95 programs were rejected due to non-compliance, while centers withdrew 11 requests. Seven of the approved programs were granted conditional approval, requiring centers to rectify identified deficiencies.

The inspection was prompted by 2023 recommendations from the European Maritime Safety Agency (EMSA) regarding the need for improved oversight and control of examination centers. The compliance commission evaluated equipment, simulators, instructor qualifications, training programs, and record-keeping. Common reasons for rejection included insufficient equipment, unqualified instructors, unaligned programs, and incomplete documentation.

Regarding existing certifications, the Ministry stated that all training certificates completed at centers with valid approval prior to September 28 remain valid. Seafarers who began training for deck or engine officer roles before that date may complete their courses according to their original schedules. However, as of September 28, training may only be conducted through Ministry-approved centers and for approved programs.
