Minnesota faces scrutiny over $9B fraud estimates and DNR payroll disputes

Minnesota is facing scrutiny over significant fraud estimates and internal payroll disputes. A federal report from the U.S. House Oversight Committee estimates that approximately $9 billion has been lost to fraud within high-risk Medicaid programs in the state since 2018. While some critics and state officials have questioned the documentation behind this $9 billion figure, noting that currently prosecuted cases total less than $500 million, federal reports have provided support for the higher estimate.

Separately, the Minnesota Department of Natural Resources (DNR) is seeking to recoup $4,998.04 from seven conservation officers following a payroll audit. The audit, covering records from 2022 through early 2026, found overpayments related to how officers calculated overtime during periods of paid military leave. The DNR maintains that military leave hours do not count toward the 86-hour threshold required for overtime pay. Some affected employees have criticized the move, claiming the recoupment targets a previously accepted payroll practice.
