Minnesota health insurance premiums and Medicare plans to change in 2027

Minnesotans face significant changes to health insurance coverage for 2027. The Minnesota Department of Commerce reported that average premium increases for the MNsure marketplace will range from 9.9% to over 21% in the individual market, and 10.6% to 21.4% in the small-group market. The state noted that without the Premium Security Plan reinsurance program, the average increase would have been nearly 58%.

Simultaneously, the Medicare Advantage market is undergoing a shakeup. Major providers, including Blue Cross and Blue Shield, Medica, UnitedHealthcare, and HealthPartners, are restructuring plans due to rising medical and drug costs. HealthPartners announced it is discontinuing three Medicare Advantage plans and will no longer offer coverage in seven Minnesota counties, affecting approximately 24,500 members. Blue Cross and Blue Shield is restructuring its portfolio, noting that while current plans are being discontinued, over 80% of members will have a new option available for 2027.
