Mississippi lawmakers investigate prison healthcare failures

Mississippi lawmakers held a joint hearing on Thursday to address allegations of systemic healthcare failures within state prisons. Testimony provided to the House and Senate Public Health and Welfare and House Corrections committees detailed severe medical neglect, including delayed cancer diagnoses, untreated chronic conditions, and instances where prisoners suffered amputations due to inadequate care for issues such as diabetes.

VitalCore Health Strategies, the state’s prison medical contractor, faced intense questioning. CEO Viola Riggin and executive operations adviser Bryan Collier were questioned regarding staffing shortages and allegations of illicit drug extortion schemes. Medical experts, including oncologist Dr. Jacob Graham, testified to significant delays in oncological evaluations, noting cases where cancer progressed due to stalled follow-up care.

Legislators criticized the absence of officials from the Mississippi Department of Corrections, including Commissioner Burl Cain, despite formal requests for their attendance. The hearing follows investigative reporting on untreated hepatitis C and other preventable illnesses. Lawmakers indicated they intend to propose new reforms to improve oversight and safeguards within the state’s prison healthcare system next year.
